In problem 7, I just want to make sure that axle A does not move. We are only to slide axle B and C? So the smallest gear cluster would be sliding axle B so that we have gears 2->6->7->10 in mesh? For this setup to work the distance between gears 5->6 and 6->7 is the same distance between 8->10?

That is correct, shaft A does not move. However, the lowest gear ratio would be with gears 2-5 in mesh, then 6-9 in mesh. Essentially, at any instant 2-5, 3-6, or 4-7 could be meshed, and the 5-8, 6-9, 7-10 could be meshed, depending on the positions of shafts B and C...
